Abstract: 

The importance of female heads of households in providing the basic needs of household members on the one hand and the limitations they face in most socio-economic fields have made it necessary to pay attention to the issues of female heads of households in most societies including our country. The purpose of this study is to use the systematic review method to review and evaluate the policy proposals that have been proposed in Iran for women heads of households. A total of 296 articles and 5 reports were identified. In the review and eligibility phase, the total number of selected texts was considered to be 79 texts, of which 62 studies used the quantitative method and 17 studies used the qualitative method. Based on the studies that proposed policy proposals, the characteristics of female heads of the household, the axes of vulnerability, the evaluation of policies and proposals were determined. The findings showed that more policy proposals were made based on the characteristics of low literacy, being unemployed, and being middle-aged. Based on the axes of vulnerability, women heads of households are more vulnerable psychologically and socially than they are materially vulnerable in many cases. The evaluation of policies for women heads of households showed that the most interventions for the empowerment of women heads of households were focused on the economic field and were mainly pursued in the form of financial payments and did not pay enough attention to other aspects of women's empowerment, while the empowerment of women heads of households was successful when It is expected to simultaneously pay attention to their mental health and improve their social and economic status.

Abstract: 

Competition law is a newcomer to the legal system recently. A sound understanding of competition policy can provide us with sufficient bases to apply a fundamental and normative view of the issues of competition law. The difference in supervision and regulation determines how the market functions and in order to understand this difference one must understand competition policy. Competition policy may be based on governmental support for national production and industry or on a non-interventional and regulatory posture. Moreover, supervision, based on the principle of non-intervention in the market mechanism, is rooted in liberal ideas; however, regulation, whether as a rule or an exception, is based on the assertion that the market has been ineffective in attaining its goals. Therefore, the government will resort to interventions to regulate inefficiencies.  This paper aims to analyze Supervisory Authority in Implementing Competitive Policy by employing the description method. In this article the author tries to first delineate competition policy, its related requirements and imposed deviations to the market. Then, by defining the supervisory entity and clarifying its distinction from the regulatory institutions, the author considers the characteristics of an appropriate supervisory entity conducting a comparative study of this issue in Iran and the U.S.A. This form of Competition policy because of its applicable experiences which have been well described by recent scholarship is considered suitable for the native system.

Abstract: 

Studying Iran's foreign policy is one of the most interesting topics among the people and the academic community. This behavior is not specific to Iranians and can, also, be seen among other foreign researchers concerning Iran's foreign policy. Luciano Zaccara is one of the authors who has surpassed her counterparts in addressing this issue and has edited a book on the “Foreign Policy of Iran under President Hassan Rouhani’s First Term”. The lack of translation of the book into Persian encouraged the author to introduce the work and critique it in terms of content and form. What makes the book prominent is the participation of some well-known authors in writing the chapters, addressing some areas that have received less attention in Iranian research, such as relations with Africa and the pathology of Hassan Rouhani's foreign policy. Lack of theoretical framework for the discussions, incoherence between the contents of the chapters, and ignoring the scientific neutrality by some authors of the book are among the weaknesses of the work.

Abstract: 

The current study set out to identify the influential factors involved in implementing public tourism policies in Gilan province, Iran. To this end, this developmental qualitative research applies an inductive approach and follows the interpretive-constructivist philosophy. The study’s population consisted of experts in the field of tourism, public policy, Gilan studies, and geography, out of whom some twenty experts were selected and interviewed using purposive snowball sampling. According to the findings of the study, technological, cultural, social, economic, and political-administrative factors were found to have contributed to the implementation of the public tourism policy in Gilan province. In this regard, the political-administrative factor was found to comprise bureaucracy reduction, education, and human resources development and improvement. Moreover, it was revealed that the social factors included strengthening social responsibility, increasing public and non-governmental organizations' participation, proper communication of the executive department with residents, and enjoying social capital. On the other hand, the results showed that the cultural factor consisted of utilizing cultural symbols, developing localized policies, and emphasizing the cultural structure of each region and that the technological factor included the emphasis on media advertisement and strengthening technological infrastructure. Finally, the economic factor was found to comprise participatory governance, proper financial planning, and proper budgeting. The main achievement of this research is its focus on the implementation aspect of policy-making and the recognition of various cultural, technological, social, economic, and political-administrative factors in the successful implementation of tourism policies, suggesting that in addition to economic factors, some other factors also contribute to the effective policy implementation, a fact which has been neglected in many similar studies.

Abstract: 

Criminal policy may be assessed in a framework that is defined by the logical basic elements of crime. These are the motivated and able offender, the victim or target, and control. It is only in certain combinations of these three elements that a crime can take place, and criminal policy addresses one or several of these elements. The objectives of criminal policy are defined being fourfold: to minimize the social costs of crime,to minimize the costs of crime control,to distribute these costs,and to do this in a fair manner. It is such considerations that are to be accounted for if knowledge-based criminal policy is to be defined and implemented. In reallife terms, this is rarely being done comprehensively. Criminal policy is, in contrast, often simplistically understood as „, fighting crime“, , i. e. in terms of warfare. Today, criminal policy requires careful consideration in particular because both crimes and their environment are undergoing rapid change. This puts decision-making in a particularly demanding situation and accentuates the need for valid knowledge of the situation. Therefore, there is great need of updated research on old and new forms of crime, and such research should address all central elements of crime. The near future of criminal policy is much influenced by financial crisis. This creates high demands for a more consciously knowledge-based and better quality crime control. The near future may see both positive and negative developments, the negative ones being more likely if criminal policy is not made in a responsible and comprehensive manner. The alternative of a positive criminal policy is suggested as a utopian but achievable goal.

Abstract: 

Ever since the characteristic difference between natural and social science was distinguished, the understanding and usage of research methods which suits the research question best, became a major topic in Methodology. The field of Public Policy Studies witnessed the same encounter. Some researcher influenced by the ongoing debate between positivism and post-positivism ideas, introduced the “, Narrative policy framework”, . The NPF relies mainly on the assumption that the social reality is constructed by Narratives. The NPF which less than 10 years have passed since its publication will be discussed in this paper so the researchers will find his way with the theoretical and scientific dimension of the framework. In this regard following the theoretical explanation, the necessarily steps for operating a research with NPF will also be demonstrated.

Abstract: 

Using Hugh Heclo’s issue network theoretical framework and William Domhoff’s network analysis methodology, the present article aims to elucidate the roots of Obama's Iran policy in the context of the Iran issue network the year prior to his election to the presidency in 2008. An in-depth study of the issue network associated with the debate over the United States’ Iran policy identifies 182 individuals who participated in the debate between January 2008 and January 2009. Based on their policy recommendations, the study uncovers the existence of the following four policy communities: Punitive Nonengagement, Hawkish Engagement, Strategic Engagement and Fundamental Change. While regime change is the ultimate objective of both the Punitive Nonengagement and the Hawkish Engagement policy communities, only the latter believes that negotiation is a useful tactic in gaining compliance from Iran. Both, however, view Iran as a major threat to U.S. and Israeli interests and see no role for Iran in solving regional challenges. The Strategic Engagement policy community does not share this abysmal appraisal of Iran; rather, its members see meaningful cooperation between the United States and Iran on key regional issues as viable if their relationship is based on mutual respect. The Fundamental Change policy community finds the underlying assumptions of U.S. Iran policy vitally flawed and believes that all policy options short of an overhaul of U.S. international behavior lack ethical and legal legitimacy. Both the Strategic Engagement and Fundamental Change policy communities argue U.S. should cease its pursuit of regime change in Iran and abide by its obligations under the Algiers Accord. The Obama administration’s Iran policy best fits the recommendations of the Hawkish Engagement policy community.

Abstract: 

Background: The global food system is not delivering affordable, healthy, diverse diets, which are needed to address malnutrition in all its forms for sustainable development. This will require policy change across the economic sectors that govern food systems, including agriculture, trade, finance, commerce and industry – a goal that has been beset by political challenges. These sectors have been strongly influenced by entrenched policy agendas and paradigms supported by influential global actors such as the World Bank and International Monetary Fund (IMF). Methods: This study draws on the concept of path dependency to examine how historical economic policy agendas and paradigms have influenced current food and nutrition policy and politics in Ghana. Qualitative data were collected through interviews with 29 relevant policy actors, and documentary data were collected from current policies, academic and grey literature, historical budget statements and World Bank Group Archives (1950-present). Results: Despite increased political priority for nutrition in Ghana, its integration into food policy remains limited. Food policy agendas are strongly focused on production, employment and economic returns, and existing market-based incentives do not support a nutrition-sensitive food supply. This policy focus appears to be rooted in a liberal economic approach to food policy arising from structural adjustment in the 1980s and trade liberalization in the 1990s, combined with historical experience of ‘ failure’ of food policy intervention and an entrenched narrowly economic conception of food security. Conclusion: This study suggests that attention to policy paradigms, in addition to specific points of policy change, will be essential for improving the outcomes of food systems for nutrition. An historical perspective can provide food and health policy-makers with insights to foster the revisioning of food policy to address multiple national policy objectives, including nutrition.
